Whö-ktö Kez (/who˞/ /kto˞/ [floor; ground; bottom (lowest part)] [shame; stigma; guilt]) is a subtropical Town located in Huchyuese Zone, Ke̜kzi Diocese, within the Covenent of Irus.

The name Whö-ktö Kez is derived from the Wood Elvish language, as Whö-ktö Kez was founded by Tegme Unzabu, who was culturaly Wood Elven.

Climate

Whö-ktö Kez has a yearly average temperature of 19°C (66°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a cool 11°C (51°F). Whö-ktö Kez receives an average of 150 cm/y (59 in/y) of precipitation, most of which comes in the form of rain during the fall. Whö-ktö Kez covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4424 m (14514 ft) above sea level.

Overview

Whö-ktö Kez was founded durring the late 12th century in spring of the year 1077, by Tegme Unzabu. The establishment of the new community went well, with no major obsticles durring construction.

Whö-ktö Kez was built using the conventions of Wood Elven durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Whö-ktö Kez is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.

Whö-ktö Kez is buildings are arranged arrounded a highly ordered system of spacious packed earth streets which form triangular paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The town's millitarily questionable fortifications are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.

Whö-ktö Kez has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Whö-ktö Kez ’s existence has dried up and the town is drifting down the stream of history as it dries up.

Civic Infrastructure

Whö-ktö Kez has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Whö-ktö Kez. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Whö-ktö Kez's parks.

Whö-ktö Kez has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Whö-ktö Kez.

Whö-ktö Kez has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Whö-ktö Kez's natural decorations nor waterways.

Whö-ktö Kez has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Whö-ktö Kez has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Whö-ktö Kez is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

Whö-ktö Kez's locals are divided into several castes. They may be organized by social role, by imputed nobility of birth, by ethnic origins, or any other dividing principle, but they cannot imagine any other way of organizing themselves. A hierarchy of castes is not inevitable, but there will be social and legal limits applied to ensure that each caste remains fixed in its function. The outside world may or may not respect these distinctions when dealing with the locals.

Whö-ktö Kez's chapel was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.

In Whö-ktö Kez most nights are accompanied by colorful ribbons of light in the sky.

The Porcupine near Whö-ktö Kez are known to be a mutant strain of the creature.

Whö-ktö Kez's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves sex to channel Elven High Magic energies of tier 3 via mimery.
